sudo usb_modeswitch /etc/usb_modeswitch.conf -v 19d2 -p 0016:

That was 0 points out of 5 possible and you have obviously not read the documentation for how to use usb_modeswitch..

19d2:0016 is a USB Id after mode switching and can not be further switched.

There is the main home page (click "USB_ModeSwitch" on the top nav bar).

There is a man page ("man usb_modeswitch") and there are README files in the source packages.

Don't use "usb_modeswitch.conf" for device-specific parameters.
